9.4 Million Drop, Cover & Hold On!

The 2011 Great California ShakeOut earthquake drill exceeded all expectations. More than 8.6 million Californians plus an additional 800,000 people in Oregon, Nevada, Idaho, Guam, and British Columbia encouraged by live drill broadcasts on more than 55 California radio and television stations simultaneously practiced the Drop, Cover and Hold On drill recommended by experts as essential for avoiding injury and even death in the event of a major earthquake.
Participants included businesspersons, government officials, hospital staffs, emergency responders, people in their homes, and nearly 6 million students, teachers and administrators in schools throughout the state. Many people followed drill instructions that were aired by radio stations in every major city in California. The 60-second Drill Broadcast featured detailed instructions about what to before, during and after a major temblor.
Significant increases in participation over last year were seen among children and preschoolers, businesses, medical facilities, federal agency personnel, and non-profit organizations. Also, there were increases in most regions monitored statewide, with Northern California and Central Valley counties showing nearly 50% increase over 2010 ShakeOut participation.
We monitor registration forms and participation meticulously to ensure accuracy, said Earthquake Country Alliance (ECA) Executive Director Mark Benthien, who has shepherded the Great ShakeOut since its beginning in Southern California in 2008, when 5.4 million registered to participate.
We are especially pleased to see so many schoolchildren learning the correct and safe way to react to an earthquake. Our intention is that they grow up with an instinct for the correct immediate response to earthquakes, said Benthien.
Bob Spears, Director, Office of Emergency Services, Los Angeles Unified School District, said the District stressed that Every school has a Safe School Plan. Millions of students, teachers and administrators had the opportunity to practice activities important for their survival. Nearly 2000 schools and school districts registered more than 5,800,000 drill participants.
Participation was high among higher education institutions too, with colleges participating from one end of the state to the other. At U.S.C., home of the Great ShakeOut, the schools emergency planning specialist Steve Goldfarb emphasized that All departments and schools used the drill to test their emergency response and disaster recovery plans. Thursday mornings tally showed more than 200 college and universities registering more than 1.3 million participants.
At the Target store in the Los Angeles suburb of Northridge, site of a devastating 1994 7.1 earthquake, media and delegations from Japan, China and Mexico gathered to capture the experience on board the Big Shaker earthquake simulator, and to witness a store-wide drill involving employees and customers along with assembled media and federal, state and local officials.
Cary Strouse, Senior Vice President of Target Stores, stated that Targets goal is to help our team members and our customers ensure their safety.
More than 1100 businesses registered nearly half a million ShakeOut participants. Strouse and United States Geological Survey seismologist Lucy Jones, the nations foremost earthquake expert, announced a Memorandum of Understanding to work together collaboratively to better understand and reduce the earthquake risks at Target stores everywhere.
Anne Castle, Assistant Secretary for Water and Science for the US Department of Interior, speaking to the media at the Northridge Drop, Cover and Hold On event reminded that Earthquakes are part of our lives in California, and expressed her belief that because of ShakeOut we are all going to be safer and have safer families.
Observing that Drop, Cover and Hold On can be counter-intuitive, Acting Cal EMA Secretary Mike Dayton noted that We are delighted to see that a growing number of Californians are paying attention, are practicing safe actions, and are preparing for survival during an earthquake and in the critical days that follow.
Responding to media questions about recovery following an earthquake, Glenn Pomeroy, CEO of the California Earthquake Authority, stressed that Homeowners insurance does not cover damage from an earthquake. He encouraged Californians to consider earthquake insurance to protect their home and belongings so they can get back to normal faster following the next damaging earthquake.
In that vein, Los Angeles Mayor Antonio Villaraigosa reminded that everyone of us understands that it is our collective responsibility to have a plan, to be prepared.
At a similar ShakeOut event in Hayward, California, which also featured simulated earthquakes on a Big Shaker, State Senator Ellen Corbett and Assembly Member Mary Hayashi both spoke highly of the value of the ShakeOut to all Californians.
Additional ShakeOut activities designed for the educational value of media exposure, were held in Westlake Village, El Cerrito, Brawley, Gardena, Cal State Northridge, Cal State Fullerton, Castaic, San Rafael, Coachella, Yucca Valley, Fontana, Apple Valley, San Diego, San Francisco, El Cajon, San Luis Obispo, Palo Alto, San Jose, and Santa Rosa.
The http://www.ShakeOut.org Web site designers have included specific planning and safety information for individuals, families, businesses, churches, organizations and government agencies so they can prepare for serious earthquakes, get through them safely, and be able to have a survivable post-quake existence when essential services are likely to be disrupted for days or weeks.
They have included many links to other key sources including FEMA, Cal EMA and more. http://www.ShakeOut.org remains an available resource for the public yearround and connects people to every other major earthquake resource in the state.
According to ECAs Benthien, The ShakeOut was designed not just as a one-day-a-year exercise but as an on-going education and training experience through its powerful Internet presence at http://www.ShakeOut.org. Other regions in the U.S. and other nations are modeling their ShakeOut events after ours, and likewise their Web sites.
What began in 2008 in Southern California and then quickly spread throughout the state now includes participants in Oregon, Nevada, Idaho, British Columbia, Guam, and even a group in Asia headquartered in Tajikistan. This years ShakeOut activities in the Los Angeles area were observed by interested groups of advertising and earthquake insurance people from Mexico, China and Japan, where similar earthquake drills are being planned using the Great California ShakeOut as a model. Eleven states in the Central United States have already modeled one ShakeOut after Californias, and are planning another for next spring.

PacificSource Medicare Advantage Plans Receive Highest 2012 Plan Ratings in All Coverage Areas

PacificSource Health Plans is one of three companies in its service area to receive a 2012 plan rating of 4.5 stars out of a potential of 5 stars for its Medicare Advantage programs. According to data released on Wednesday by the Centers for Medicare & Medicaid (CMS), this is the highest score awarded in the markets PacificSource serves throughout Oregon and Idaho.

CMS measures how well Medicare health and drug plans perform on more than 50 different items by rating Medicare Advantage plans on a one to five star scale, with five stars representing the highest quality and value. The summary star rating is a cumulative measure of: quality of care (are members are staying healthy, is the plan is managing chronic conditions), access to care, responsiveness, member experience (how many member complaints did the plan receive and customer service levels), and transparency such as drug pricing and safety measures.
The rating we received reflects our unique approach of developing long term partnerships with our providers and other entities in the community to improve costs, quality, utilization, and health status, stated Dan Stevens, Senior Vice President of Government Programs of PacificSource. These community partnerships and collaborations ultimately allow us to deliver better value and quality to our members.
CMS posts star ratings on the Medicare website at http://www.Medicare.gov/find-a-plan, which includes tools to help individuals compare and choose plans offered in their area. CMS also uses the quality star ratings as part of the oversight of Medicare Advantage plans. If a plan is relatively new or if a plan has less than 1,000 members, CMS may not publish quality star ratings due to missing data. When individuals compare plans, they should consider the plans quality in addition to looking at the plans costs and coverage.
Since PacificSource Health Plans acquired Clear One Health Plans in May of 2010, the Medicare Advantage membership has increased by nearly 12% and the star ratings improved from 3.5 in 2011 to 4.5 in 2012.
